Participatory approaches, as a fundamental basis for social transformation, can be traced in Iran to the period following the Constitutional Revolution. As part of the structural reforms introduced under the White Revolution during the reign of Mohammad Reza Shah, a new institution known as the House of Equity (Khāneh-ye Ensāf) was established under Article IX of the reform program. Its primary objective was to replace the traditional system of local dispute resolution, which relied largely on mediation by village elders, with a semi-judicial institution based on the direct participation of villagers. Despite its innovative character and social significance, the impact of this institution on the social structures of villages with deeply rooted local traditions has received insufficient scholarly attention. Accordingly, this study examines the role of the Houses of Equity in shaping the social dynamics of villages in Bushehr Province, a region characterized by traditional social hierarchies and the influence of landowners, from the implementation of Article IX until the end of the Pahlavi era. The central research question concerns the extent to which the Houses of Equity affected such aspects of rural social life as local dispute resolution, the erosion of traditional authority, and the development of legal awareness. The study hypothesizes that the participatory and elective nature of these institutions contributed significantly to reducing local disputes, weakening traditional power structures, and enhancing villagers’ awareness of their legal rights. Adopting a qualitative research design, the study draws on oral-history interviews with former members and local informants, as well as archival sources, including official documents and government correspondence. The collected data were examined through historical and thematic analysis to assess the social consequences of the Houses of Equity in rural Bushehr. The findings indicate that, in addition to enhancing villagers’ awareness of individual rights, the Houses of Equity fostered collective participation in the resolution of local disputes and broader community affairs.
