The National Consultative Assembly (Majlis) was the practical outcome of the Iranian understanding of the modern institution of parliament. Press from the Qajar era are the sources that provide an opportunity to track the understanding not only of intellectuals but also to study the opinions of other parts of the educated Iranian society. The opening of the National Assembly marked the beginning of the Constitutional Era and its closure also marked the beginning of the Minor Tyranny period, and despite its dissolution, it was still supported by constitutionalists until the end of the Minor Tyranny. In the present study, Hekmat and Chehreh Nama have been selected as the only Iranian press abroad in the Arabic countries during this period to examine the understanding of the managers, readers, and correspondents of the Majlis.
Employing historical research methods and organizing the data in a descriptive-analytical manner, the following results were achieved: Both considered the Majlis a consequence of limiting the monarch’s political power and the political participation of the people, and they utilized the concept of consultation (shura) for its acceptance. However, regarding the powers of the Majlis, they did not merely suffice with mentioning the general principle of consultation; rather, details were included that encompassed an independent role in legislation and oversight of law enforcement, as well as monitoring the government’s financial affairs. Furthermore, the popular standing of the Majlis in legislative power was strongly defended by the two publications during the Minor despotism period.
