Bills and legislative proposals submitted to parliament have, in many cases, been subject to cycles of delay and persistence, sometimes remaining unresolved for months or even years before ultimately being forgotten or archived. The Twenty-First Parliament was confronted with a large number of pending bills and proposals inherited from previous parliaments, all of which required review and resolution during this parliamentary term. The purpose of this study is to analyze pending bills and legislative proposals in the Twenty-First Parliament of Iran’s National Consultative Assembly, using a descriptive–analytical method. The findings indicate that, based on archival documents of the National Assembly, several bills and proposals originating in earlier parliamentary periods were transferred to the Twenty-First Parliament and placed on its legislative agenda. Most of these submissions were bills whose approval had been delayed for multiple reasons. The Twentieth Parliament lasted only two months, followed by a two-and-a-half-year interval before the formation of the Twenty-First Parliament. As a result, bills and proposals pending from the Twentieth and earlier parliaments, along with resolutions adopted during the interim period, were transferred to the Twenty-First Parliament. During the period under study, these pending bills and proposals were reintroduced into the legislative process and reviewed by parliamentary authorities as required. In addition, certain bills, including those related to land reform, capitulation, and state and provincial associations, were imposed on the National Assembly under the influence of external pressures. The prolonged intra-parliamentary approval process, combined with persistent external pressures, constituted two major factors contributing to legislative delays and the transfer of bills and proposals to subsequent parliamentary terms. Such legislative legacies were not unique to this parliament but were also evident in assemblies both before and after it.
