This study critically examines the role and initiatives of the Iranian government regarding the recruitment of German Jewish immigrant physicians during the Reza Shah era, using a comprehensive analysis of official documents and correspondence. Adopting a documentary-library methodology and a descriptive-analytical approach, the research explores both state policies and the motivations of immigrant doctors, as reflected in their petitions and communications with Iranian authorities. The findings reveal that the Iranian government actively sought to modernize its medical infrastructure by attracting foreign medical professionals. The rise of Nazism in Germany in 1933 and the subsequent unemployment of Jewish physicians created a strategic opportunity for this initiative. However, administrative inefficiencies, political apprehensions, and legal constraints significantly hindered the full integration of these medical practitioners. The study concludes that the interaction of these enabling and limiting factors resulted in a complex dynamic that both propelled and constrained the modernization of Iran’s healthcare system during this period.
