Development, modernization, and related issues in Iran's contemporary history have always been contentious and complex. One of the most significant and sensitive areas of these debates pertains to industrial modernization and development, which has been consistently raised since the late Qajar period as a key strategy to overcome the country’s backwardness. Reza Shah Pahlavi, recognizing the importance of this issue, prioritized the development of transportation, including the national railway and the importation of passenger automobiles, as key elements of his industrial programs. This research, employing a descriptive-analytical method, examines this topic and seeks to answer the question: What was the process of industrial development and modernization during Reza Shah Pahlavi's era, particularly in the transportation industry and the importation of passenger automobiles? The findings reveal that the approach to importing passenger automobiles during this period was state-driven, with a particular focus on Western automobiles, especially American and German models. The significant increase in passenger automobile imports, despite the numerous challenges it posed, was a response to both domestic and international conditions. These conditions not only served political objectives, such as strengthening the central government’s control over various parts of the country and reducing the influence of foreign powers, but also, from an economic-industrial perspective, contributed to the transfer of knowledge and technology for manufacturing automobiles. This set the foundation for the establishment of a domestic automotive industry during Mohammad Reza Pahlavi's reign and created demand among the urban middle class.
