Understanding the nature of modernity and analyzing the advancements of European countries in recent centuries has been a primary reason for establishing political and cultural connections between the East, particularly Iran and the Ottoman Empire, and the West. Travelers and diplomats played a pivotal role in these interactions, journeying from both regions to Europe. This research aims to conduct a comparative study of the attitudes of Iranian and Ottoman travelers and envoys towards Western women in the late 18th and early 19th centuries and to analyze the impact of these attitudes on East-West cultural and political relations. Given the geographical and cultural proximity of Iran and the Ottoman Empire, this study seeks to answer the question of what differences and similarities existed in how these two groups confronted the social changes in the West, especially regarding women's lives. Research findings indicate that although both groups encountered profound social changes in Western societies, their reactions and perceptions differed significantly. This encounter was often accompanied by planning and active participation in the Ottoman Empire, whereas in Iran, it was more passive and driven by political and military developments. Through a deep dive into travelogues, political reports, and other relevant sources, it becomes clear that various factors, such as socio-cultural values, political and military developments, and the level of intercultural interactions, shaped the perceptions of travelers and envoys about Western women. These perceptions not only influenced political and cultural relations between the East and the West but also played a pivotal role in forming and developing women's social and political movements in Iran and the Ottoman Empire.
