Considering the geographical conditions of the Iranian plateau, the water supply issue has been of great importance since the beginning of settlement in this land. It is closely linked to humans' role in discovering water sources and finding ways to use them for water supply and irrigation. The climatic conditions and location of the Qazvin region on this plateau, along with its water infrastructure and hydrological system oversight, serve as a suitable example for studying the efforts of Iranians to optimize the use of the vital resource of water. The devastating earthquake of Shahrivar 1341 in the Qazvin Plain, which destroyed many old structures in the region, led to the implementation of the Qazvin Plain construction program. Tahal Company was tasked with carrying out the water supply project in Qazvin. The key questions are as follows: What plans did Tahal Company implement to irrigate the Qazvin plain and increase the cultivated area? What were the effects and outcomes of these plans? The research findings show that by shifting from traditional irrigation methods to modern techniques and using advanced tools and systems, Tahal Company could increase underground water extraction and direct surface water more profitably. This resulted in an increase in agricultural production. However, in the long term, the company's actions were not well-suited to the dry climate of Qazvin. On the one hand, they led to a decrease in underground water level; on the other, the increase in water harvesting shifted traditional agriculture to commercial agriculture. The consequences of this transition were not productive in the long run for water resources and the farmers' livelihoods in the Qazvin plain.
