The Balochistan region and the Makran coasts of Iran have long had significant economic and commercial potential due to their important geopolitical positions, such as access to ports, proximity to the energy resources of the Persian Gulf, and their role as a bridge connecting Iran to other countries. The Makran coast is considered Iran's gateway to the world's open waters. Despite these advantages, the Qajar government did not pay much attention to the region, and the local population faced significant challenges. This research investigates the reasons for the lack of economic development in Baluchistan and the Makran coasts during the Qajar era. The central research question is: What factors contributed to the underdevelopment of this region during that time? Underdevelopment was influenced by the inefficient economic performance of the government, geographical distance, a power vacuum, and insecurity. From a foreign perspective, it is also important to note the integration of Iran into the world economy of the 19th century and the imposition of commercial contracts. As a result, the competition among colonial powers had a negative impact on Iran's economy. This article aims to explore the causes of the backwardness of the Makran and Baluchistan coasts, examining the region's economic issues through historical sources and a descriptive-explanatory approach
