Silk is an agricultural product that plays a crucial role in the textile industry. The expansion of the global economic system and Iran's trade relations with Europe during the 17th and 18th centuries significantly impacted Iran's export and agricultural economy. However, in the 19th century, silk production experienced fluctuations largely influenced by external factors beyond Iran's economic system. This research aims to investigate the mutual influence of international issues and the internal policies of the modern government on the fluctuations in Iran's silk production and trade between the two world wars. The main question of this study is: What effect did the global economic system have on Iran's silk production, and how effective were the government's plans in this regard? The findings indicate that World War I, the 1929 global economic crisis, and Iran-Soviet trade relations played significant roles in shaping farmers' activities and the fluctuations in silk production and export. In response to these challenges, the Iranian government sought to overcome obstacles by establishing and developing the Noghan administration, promoting import substitution industrialization, founding the Noghan joint-stock company, and enhancing professional education. The establishment of silk weaving industries, coupled with restrictions on the import of silk fabrics, led to an increase in domestic fabric production. However, despite the government's efforts resulting in temporary improvements in production, these changes proved unstable due to the inelasticity of foreign demand following the 1929 economic crisis and subsequent rapid international crises. Consequently, the overall success of these initiatives was limited.
