Understanding the nature of modernity and analyzing the progress of European countries in recent centuries was one of the main reasons for creating political and cultural connections between the Eastern and Islamic worlds, especially Iran and the Ottoman Empire, with the West. Tourists and political ambassadors played a central role in these interactions who traveled to Europe. The aim of the comparative research is the attitude of Iranian and Ottoman tourists and ambassadors towards Western women in the late 18th and early 19th centuries and analyzing the impact of this attitude on the cultural and political relations between the East and the West. What differences and similarities were there in the way these two groups faced social developments in the West, especially in the field of women's lives? The findings of the research show that although both groups faced profound social changes in western societies, their reactions and perceptions had significant differences. In Ottoman, this encounter was often associated with planning and active participation, while in Iran, it had mostly passive aspects due to political and military developments. The perceptions of tourists and ambassadors about western women have been formed under the influence of various factors of social-cultural values, political and military developments and the level of intercultural interactions. These ideas have not only influenced the political and cultural relations between East and West, but also played a central role in the formation and evolution of women's social and political movements in Iran and the Ottoman Empire.
