Coinciding with activities of Qizilbash tribes in the early years of Safavid government`s establishment, Prince Salim was the ruler of a local province nearby to Safavid territories. Since that time on, he had a serious determination to confront Qizibashs, and after reaching the monarchy, he began a campaign to completely overthrow the Safavid rule. Although Ottoman victory in battle of Chaldiran was a heavy impact to fledgling Safavid state, but appearance of some problems and obstacles prevented Sultan Salim I from overthrowing the Safavids. Years later, Sultan Salim sought a new attack to complete his mission of overthrowing the Safavids. For this reason, he corresponded with the local rulers under the Safavids hoping attract their possible assistance in the upcoming war. Among these letters, which are reflected in “Majmua-e Munshia`at Al-Salatin”, the correspondence of Sultan Salim with the ruler of Shirvan is important in many ways. The main question of the present study is what was the purpose of Sultan Salim's pursuit of friendship with the ShirvanShahs? This article seeks to analyze the diplomatic role of Ibrahim Sheikh Shah Shervani in determining the relations between the Safavids and the Ottomans with a descriptive-analytical approach and seeks to discover the reasons for his actions.
