The concept of parliament, which was a subject of interest in pre-constitutional Iran, was considered from various perspectives in the Parvaresh newspaper, published in Cairo. The newspaper, while describing Western parliaments, linked it to the Islamic principle of consultation and saw the establishment of a parliament in Iran not only as compatible with Islam but as a suitable means to strengthen the monarchy and counter colonialism. For this purpose, the newspaper sought to align the parliament, as an institution emerging from Western constitutional systems and its theoretical foundations, with Islamic principles and the Qajar monarchy. The present study aims to investigate how parliamentarism can be adapted to Islamic principles and the traditions of society as an issue and to answer this question through an explanatory method and using content analysis technique: how the newspaper has adapted the principles of parliament to Islam and the traditions of Iranian society and considered it beneficial for Iran at the time. The results of the research indicate that Parvaresh, due to its disbelief in the wholesale adoption of Western civilization principles and consequently Western parliamentarism, has tried to affirm the parliamentary system while reducing this modern concept to be consistent with Islamic principles and the traditions of Iranian society. This very fact also led the newspaper to merely describe the appearances of Western parliaments and their functions and benefits for society and the monarchy, and to consider their establishment essential for strengthening the monarchy and countering colonialism.
