Poverty as the cause and effect of underdevelopment was one of the main manifestations of the Qajar period, which increased in intensity with the occupation of the country in the First World War. In such a situation, the society was looking for someone to create unity, security, growth, development and remove the factors of backwardness above all. In response to these conditions of the time, Reza Shah came to work and took measures to develop the country and eliminate poverty, which was considered one of the main factors and signs of underdevelopment. The purpose of the present study is to investigate the poverty alleviation policies of the first Pahlavi government based on the theory of developmental state, focusing on the city of Isfahan, This research is done with a descriptive-analytical approach and relying on archival documents and local publications. The results of the research show that Reza Shah's state, with the aim of developing and modernizing the country, took measures to eliminate poverty, including collecting and housing the poor, paying cash aid, feeding the poor, and providing clothing and providing free educational and health services. Although these measures had an effect on the educational, health and welfare poverty of the poor, but due to the lack of spirit of poverty alleviation in the ruling system and the fall of the government with the re-occupation of the country in World War II, the phenomenon of poverty remained widespread.
