Abstract

Development, modernization, and related issues in Iran's contemporary history have always been problematic and controversial. One of the most important and sensitive of these areas concerns issues related to industrial modernization and development, which had been consistently raised since the late Qajar period as one of the main ways to overcome backwardness in the country. Reza Shah Pahlavi, also acknowledging this matter, placed the development of transportation, including the national railway and the importation of passenger automobiles, at the forefront of his industrial programs.
This research, using a descriptive-analytical method, examines this topic and seeks to answer the question: What was the process and ups and downs of industrial development and modernization during Reza Shah Pahlavi's era, with emphasis on the transportation industry and analysis of the passenger automobile situation? The findings of this research show that the approach to importing passenger automobiles during this period was state-centered with a particular focus on Western automobiles, especially American and German cars. The extensive beginning of passenger automobile imports during this era was a function of domestic and international conditions that, in addition to political objectives such as facilitating the exercise of central government power over various parts of the country and providing a solution for liberation from foreign powers' dominance, from an economic-industrial dimension, led to the transfer of knowledge and technology for passenger automobile manufacturing, the formation of necessary infrastructure for creating a domestic automotive industry during Mohammad Reza Pahlavi's, and the creation of needs for the urban middle class.
