The Concept of Law in the Second Constitutional parliament

Abstract

The concept of law was of great importance to intellectuals and constitutionalists. They prescribed law to reform society. Representatives of the Second Constitutional Parliament have spoken about the concept of law in numerous sessions of the Parliament. The aim of this research is to examine the characteristics of law, the way in which law is implemented, and cases of violations of law from the perspective of representatives of that period. This research was conducted using the details of the parliamentary discussions and using the descriptive-analytical method. In this article, the characteristics of law that were of interest to representatives of the Second Parliament have been identified. These characteristics can be divided into two categories: formal and substantive. It also refers to one of the important problems of law in Iran, namely its implementation, and what solutions the representatives proposed to solve it. The results of this research show that representatives of the Parliament were very familiar with the concept of law and had thought a lot about the characteristics and how to implement the law, and the lack of implementation of the law was a major concern for them.
