Abstract

The present study seeks to describe and analyze the political actions of Mirza Malkam Khan during his stay in Istanbul (based on newly found documents). The results of this research show that Mirza Malkam Khan had a life full of ups and downs during his time in Osmani, which was in the form of exile. However, in this period, due to his talent and capabilities, he was always in the center of attention of Iranian and Ottoman brokers. The Qajar and Ottoman governments had a different approach to Mirza Malkam Khan and rejected him when faced with his reformist policies, but seeking to use his abilities in political relations and diplomatic negotiations. Malkam. who had maintained her reformisy approach in istanbul, was also supported there by reform agents such as Mirza Hossein Khan Moshir al-Doleh, and during his stay in London, he also tried to encourage Iranian agents to reform by referring to the experience of reforms in the Ottoman Empire.
