Abstract

In the historical memory of the people and in the researches of historians, there is more or less the prevailing belief that the creation of a centralized and authoritarian government in Iran was the work of Reza Shah, and at least it started with his actions after the 1299 coup. The main issue of this research, which was carried out in a descriptive-analytical method and based on newspapers and documents of that period, is to criticize this belief and bring evidence to show that such a project was started for the first time in the Vossug- ad- Dawleh government and with the cooperation of the British. And one of the first signs of the implementation of those actions is Sharif-al-Dawlah, the ruler of Kurdistan province in the years 1297-1300.
The main question is, what actions did Sharif al-Dawlah take at the state and local levels, which Reza Shah later repeated and developed and deepened at national levels? The findings of the research show that things like the establishment of military rule, the creation of modern administrative institutions, ending the power and influence of Centrifugal forces, suppressing the nomads and killing them, establishing schools and expanding public education in Persian language that The income of creating a centralized government was done before Reza Shah as a case example in Kurdistan, and Reza Khan, who was the commander of a small group of Kazakhs in Kurdistan at the beginning of Sharif al-Dawlah's rule, was closely aware of these actions.
