Bills and Plans That Were Proposed in the Parliament Have inMany Cases been Subject to a Cycle ofDelay and Persistence,Sometimes Remaining Unresolved for Months or Even Years,and Perhaps Being Forgotten and Archived.The TwentyOne Parliament Was Faced With a Multitude of Pending Billsand Proposals from Previous Parliaments,Which Inevitably Had tobe Reviewed and Resolved During This Term of Parliament.The Purpose of This Research Is to Analyze and Examine Pending Bills and Plans inThe TwentyOne Parliament of the National Assembly,Which Will be Conducted Using aDescriptive-Analytical Method.The Research Findings Show That,Based onthe Documents Available in the National Assembly,There Are Bills and Plans That Were Transferred to This Assembly and Placed onthe Agenda From Periods Prior toThe TwentyOne National Assembly.The Submissions,Which Are Mostly Bills,Had Several Reasons for the Delay in the Approval Process.TheTwentyParliament WasOnly Two MonthsOld,and the TwentyOne Parliament Was Formed After Two and a Half Years.Bills and Plans Pending From the Twenty and Previous Parliaments,As Well As Resolutions Passed During the Intervening Period Between the Twenty andTwentyOne Parliaments,Were Transferred to the TwentyOne Parliament.During the Period Under Study,Pending Bills and Plans Were Reintroduced into the Parliamentary Approval Cycle and Reviewed by Officials,As Necessary and Needed.On theOther Hand,SomeBills,Including Land Reform,Capitulation, and State and Provincial Associations,Were Imposed on the National Assembly Under the Influence ofExternal Pressure.The long Process ofIntra-Parliamentary Approval and the ViciousCycle ofPressures from Outside the National Assembly Were Two Important FactorsinDelaying the Approval of Bills andPlans andTheir Transfer to theTwenty Parliament and Beyond.Undoubtedly,Such a Legacy Was Prevalent in Various Assemblies Before and After That.
