While the USSR sought to obtain Iranian north petroleum, by pressure, stood in front of the United States with the policy of preserving Iran on the front of the Western countries, against the Soviet Union. Though in many researches United States ultimatum has been referred, as the main source, to the Soviet Union for evacuation of Iran, but the study shows that such ultimatum has no historical validity; Therefore, the question is that the US with using what tools and tactics, were able to carry out its goal of expelling the Soviet Union from Iran and maintain Iran on the liberalism front. To answer this question, using a historical method based on description and analysis, tried to answer by examining US State Department documents. The findings show that US by using two types of international instruments, such as the Security Council and the alliance with the UK, and domestic instruments such as cooperation with the Shah and the National Parliament, tried to restrict USSR in Containment policy. جنگ جهانی دوم موجب شد تا ایران بار دیگر به‌صورت ناخواسته درگیر اتفاقات جهانی شود و از سوی سه کشور قدرتمند اشغال گردد؛ اما با پایان جنگ و عدم تخلیه نیروهای شوروی از ایران نخستین بارقه‌های جنگ سرد بین دو قطب ایدئولوژیک یعنی شوروی و آمریکا زده شد و به‌این‌ترتیب شوروی با تحت‌فشار قراردادن ایران خواهان دریافت امتیاز نفت استان‌های شمالی ایران گردید و در مقابل آمریکا با سیاست حفظ ایران در مدار کشورهای غربی در مقابل شوروی ایستاد. اگرچه در بسیاری از آثار پژوهشی از اولتیماتوم آمریکا به شوروی جهت تخلیه ایران به‌عنوان عامل اصلی برون‌رفت شوروی از ایران یاد کرده‌اند ولی بررسی انجام نشان می‌دهد چنین اولتیماتومی صحت تاریخی ندارد؛ بنابراین سؤال پژوهش حاضر آن است که آمریکا با کاربست چه ابزارها و تاکتیک‌هایی موفق شد تا به هدف خود که بیرون راندن شوروی از ایران بود جامه عمل بپوشاند و بتواند ایران را در مدار قطب لیبرالیسم حفظ نماید. جهت پاسخ به این سؤال با توسل به روش تاریخی که مبتنی بر توصیف و تحلیل است سعی شده تا با بررسی اسناد وزارت خارجه آمریکا به این پاسخ داده شود. یافته‌های پژوهش نشان می‌دهد که آمریکا با استفاده از دو دسته ابزارهای بین‌المللی چون شورای امنیت و اتحاد با انگلستان و ابزارهای داخلی چون همکاری با شاه و مجلس شورای ملی، توانستند شوروی را در راستای سیاست سد نفوذ خود محدود کنند. https://tuhistory.tabrizu.ac.ir/article_9687_d621855f827a4024511f0f4c475c774c.pdf
