One of the problems Millspaugh encountered to perform his duties, was the issue of transportation, particularly the shortage of cars and suitable tires. Intensive supervision of private and public cars, the establishment of the supplier institution, reorganization of the cargo handling organization, was among his efforts to resolve the problems. However, none of the reforms was effective. The present article used the documents of the National Archives, the documents of the Documentation Center, the diplomatic history of the Ministry of Foreign Affairs, Ettelaat newspaper (1942-1945), and parliamentary negotiations to address the issue under investigation. It implemented analytical –descriptive approach to investigate the problems of transportation at that time and Millspaugh’s efforts to solve them. Our main question is why Millspaugh failed to fix the country's transport problems? Our hypothesis is that Allied military needs to transportation, left Millspaugh reforms ineffective. <strong>چکیده</strong> <br />به دلیل مشکلات اقتصادی ناشی از جنگ جهانی دوم، دولت ایران در تاریخ 21 آبان 1321ش/ 12 نوامبر 1942م، دکتر آرتور میلسپو را با سمت رئیس کل دارایی ایران، به منظور انجام اصلاحات اقتصادی استخدام نمود. یکی از مشکلاتی که میلسپو در راه انجام وظایف خویش با آن مواجه گردید مسئله‎ی حمل و نقل و به ویژه کمبود اتومبیل و لاستیک مناسب بود. نظارت شدید بر اتومبیل‎های شخصی و دولتی، تأسیس بنگاه کارپردازی کشور، تجدید سازمان اداره باربری راه، از جمله اقدامات وی برای حل مشکلات این قسمت بودند؛ اما هیچ یک از این اقدامات به کاهش مشکلات حمل و نقل کمکی نکرد. مهمترین مسئله‏ی ما در مقاله‎ی حاضر که با استفاده از اسناد سازمان اسناد ملی ایران، اسناد مرکز اسناد و تاریخ دیپلماسی وزارت امور خارجه ایران، روزنامه‎ی اطلاعات سالهای 1321 تا 1323ش/ 1942- 1945م، مذاکرات مجلس، همچنین روش توصیف و تحلیل اطلاعات تاریخی، تنظیم گردیده، بررسی وضعیت و مشکلات حمل و نقل کشور در این دوره و اقدامات میلسپو برای رفع  آنها می‎باشد. سوال مقاله این است که به چه دلیل میلسپو نتوانست مشکلات حمل و نقل کشور را رفع نماید؟ فرضیه‎ی ما این است که  نیازهای جنگی متفقین به وسایل حمل و نقل، اصلاحات میلسپو را بی اثر ‏گذاشت. https://tuhistory.tabrizu.ac.ir/article_5371_7f716accf345db9ea3cefbba76848aa2.pdf
