In this regard, no documented and independent materials have been presented so far, and this research, by collecting documents and presenting statistics, deals with the budget deficit process and identifies and examines the government's solutions to overcome it. The method of preparing and compiling the research is documentary using library resources and the type of research is explanatory-analytical. This article, while examining the amount of changes and fluctuations in the budget deficit of the Qajar period, will answer the question of what were the causes of the budget deficit?, what were the government's strategies to overcome it?, and was there a significant positive or negative change in the budget deficit with the Constitutional Revolution? The findings of the study indicate that the government in the late Mohammad Shah and in the middle of Mozaffari's government had a budget deficit, due to the issuance of financial documents, numerous loans and increased expenses of courtiers and the military. Even after the Constitutional Revolution, the budget deficit became larger and more persistent. The main reason for the post-constitutional deficit was the size of the bureaucracy, numerous borrowings, the closure of parliament, financial indiscipline, and the occupation of foreign troops, some of which led to a budget adjustment in the late Qajar period. یکی از موضوعات مهم جهت شناخت اوضاع مالی دورۀ قاجار، روند کسری بودجه است. دراین باره تاکنون مطالب مستند و مستقلی ارائه نشده است و این پژوهش با جمع‌آوری اسناد و مدارک و ارائۀ آمار و ارقام به روند کسری بودجه و شناسایی و بررسی راهکارهای دولت برای تأمین آن می‌پردازد. روش تهیه و گردآوری تحقیق، اسنادی و کتابخانه‌ای است و نوع تحقیق تبیینی - تحلیلی است. این مقاله ضمن بررسی میزان تغییر و نوسانات در کسری بودجۀ دورۀ قاجار به این سؤال پاسخ خواهد داد که علل کسری بودجه و راهکارهای دولت برای تأمین آن چه بوده است و آیا با انقلاب مشروطه تغییر مثبت یا منفی معناداری در کسری بودجه ایجاد شد یا نه. یافته‌های تحقیق حاکی از آن است که دولت در اواخر حکومت محمدشاه و در اواسط حکومت مظفری، به علت صدور برات‌های بی‌محل، استقراض‌های متعدد و افزایش مخارج درباریان و نظامیان، دچار کسری بودجه شد و پس از انقلاب مشروطه، کسری بودجه کلان و مداوم‌تر شد. علت اصلی کسری پس از مشروطه وسعت دیوان‌سالاری، استقراض‌های متعدد، تعطیلی مجلس و بی‌انضباطی مالی و اشغال نظامیان خارجی بوده است که با کم‌رنگ شدن برخی از این عوامل در اواخر دورۀ قاجار منجر به تعدیل بودجه شد. https://tuhistory.tabrizu.ac.ir/article_14871_f63fd66591bec74e3c32cda50f16c147.pdf
