In Constitutional era, the court’s monopoly of the photography industry was broken down and photography was introduced to the public Based on the numerous evidence, photography began its universality and popularity two or three decades before the Revolution; however, the Constitutional Revolution created a great forward leap in this process.In spite of the universality of photography in Iran, up to the early fourteenth century Hegira photography was not implemented professionally and it was mainly used for taking memento photos. During the first Pahlavi era, with the compulsion of attaching photos to the offenders’ identity card, as well as passports, birth certificates, and academic certificates, personnel portrait which was a new type in photography industry became popular in the culture of Iranian society. This paper attempts to survey documents and historical books in order to find answer to the question this question that since when, the photography in Iran was used to authenticate and identify offenders. As the findings of this study indicate photography found popularity and universality in the late thirteenth century during the Ahmad Shah era and the presence of Swedish officers in the police department and Gendarmerie. In fact, its popularity continued during the early fourteenth century and the first Pahlavi era.
